CLARKSBURG GATEWAY SECTOR (CGSP) PLAN
Testimonies
Below are written testimonies submitted by FOTMC to the Montgomery County Council on January 21, 2026, in opposition to the Planning Board Draft of The Clarksburg Gateway Sector Plan, and to the Planning Board, on the Public Hearing Draft of the plan, on September 25, 2025, which included staff recommendations with which FOTMC concurred. Over our 2 ½ years of engagement with the Planning staff to help craft the Clarksburg Gateway Sector Plan (CGSP), our primary focus has been to protect and restore the health of the streams, conserve the forests, and ensure clean drinking water by protecting Little Seneca Lake Reservoir, the region’s back-up drinking water supply. Despite the lack of responsiveness to our concerns for the forests and the waters, we will be sending comments to the County Council in advance of the planned Council vote on March 24th. We invite others to do the same.

Thank you to everyone who submitted letters in support of Ten Mile Creek! Below are testimonies submitted by our Board members and by attorneys now representing the organization at the Planning Board hearing on the Pulte Site Plan for Creekside at Cabin Branch held on September 9th, 2021. We also call your attention to a memo sent by the County Executive Marc Elrich to the Planning Board. It was no surprise that the Planning Board approved this Site Plan, which would concentrate development in the two most sensitive subwatersheds of Ten Mile Creek which were singled out for extraordinary protection in the 2014 Ten Mile Creek Limited Amendment to the 1994 Clarksburg Master Plan. FOTMC is now appealing that decision.
